India’s UN envoy stated that Al-Qaida’s connections with UNSC proscribed groups have been strengthening, re-energizing the terrorist organization. Ambassador T S Tirumurti also highlighted the changes in ISIS’s tactics, with a renewed focus on Syria and Iraq, as well as the expansion of its regional affiliates in Africa and Asia.

Furthermore, Tirumurti emphasized that recent events in Afghanistan have revitalized Al-Qaida, as it strengthens its ties with proscribed entities like Lashkar e-Taiba and Jaish-e-Mohammed. He also noted that the 9/11 attacks marked a turning point in the global approach to counter-terrorism, demonstrating the universal threat posed by terrorism and the need for collective action by all UN member states.

Tirumurti stressed that terrorism in one location can impact peace and security elsewhere, and that the era of categorizing terrorists as “yours” or “mine” is over. He condemned all forms of terrorism, regardless of motivation or perpetrator, and emphasized that the fight against terrorism is only as strong as the weakest link among member states, with the Security Council’s Counter-Terrorism Committee playing a crucial role in identifying and strengthening these weak links.
